Why can't two Frequently Bought Together's discounts be combined?

Currently, Shopify does not provide a way for our app to add two discounts to a single order. Even if both discounts are configured as combinable and can be combined with each other, only the last one will be applied.

Please note that you can combine the app discounts with other combinable automatic discounts, and with other combinable discount codes introduced manually during the checkout process.
